In Cape Town, South Africa, dog owners may soon be forced to carry bags to pick up the poop their dogs leave behind, and also have to put identity collars on their pets if a new animal by-law gets passed. This is just one of the new laws being proposed. How about having your dog impounded for excessive barking?
